A minor is a person who has not reached the age of majority. The age of majority is set by law and varies by jurisdiction — eighteen in most U.S. states.
In Jigsaw, minors and vulnerable adults (MVAs) are the people the system exists to keep safe. The day-to-day pieces record the groups they form, and the organization’s size tier — which sets its responsiveness window — follows the number of MVAs it serves.
