Definition
Monitoring coverage is the share of the system whose monitoring is happening on schedule. It is one of the four dimensions of the Governance Maturity Rating (GMR).
Every current control carries a monitoring frequency the team committed to at promotion. Monitoring coverage measures how much of that committed monitoring is actually happening on time. It answers one question: are the controls being watched the way the team said they would be?
What Moves It
Monitoring coverage rises when meetings complete and conclude the monitoring items that were due and included in that meeting. Overdue monitoring pulls it down, and clearing overdue items brings it back.
Why This Matters
Monitoring asks whether controls are working. A control that exists on paper and a control that is watched are different levels of protection — monitoring coverage is the measure of how much of the system sits at the second level. Its sibling dimension, review coverage, asks the other question: whether they are still the right controls.
