Definition

Risk is the effect of uncertainty on objectives. Effects are deviations from what is expected — positive, negative, or both — so uncertainty generates both threats and opportunities.

In Jigsaw, risk always means risk to objectives — the mission, vision, and values recorded in the picture on the box. SAM risk is the effect of uncertainty caused by sexual abuse on everything the organization exists to do.

Why This Matters

Anchoring risk to objectives is what makes it manageable. An organization that knows what it is trying to achieve can say what a deviation looks like, where it could come from, and what a consequence would cost — and can direct its resources to the uncertainties that matter most.
